Anyway in the meanwhile, not knowing the situation, I restored mantis in a usable state.
Hope this doesn't make things worse, else I could just put it in maintenance mode...

I compiled the latest git on a fresh install of codeblocks/mingw and had no problems.
Can you give further details about your codeblocks setup?
Or maybe the problem has already been solved in recent commits and we can close the topic?

Check your environment variables and try to remove all those unused.
Probably there are lots of leftups of uninstalled programs.
Although I do think that's quite impressive for a windows system to reach the limit even if it has been running for years and not mantained correctly.

As I already stated, I plan to take care of client maintenance/development, so be sure to add my name there.
