Has anyone done this? By this I mean creating an entire map, then breaking it down into tiles for reconstruction later. This is in contrast to making some tiles, then using them to build a map. I support limited ammunition, as long as bows are not the sole weapon of any particular class.

World of Warcraft handles this by giving every player a ranged weapon slot and a melee weapon slot. That allows the player to have both weapon types available at all times.

Secret of Mana is my second favorite classic RPG (first being Chrono Trigger). I may be able to scrap together a couple sprites in that style, if you want.
