Re: what programm
You have a 1px pencil tool in GIMP and you also have support for layers and alpha transparency in GIMP. The only things on top of that you might like to have are live animation preview and live tilability preview. The 1 px pencil is the most important tool of course but modern graphic programs also...

I guess if you use windows then paint.NET is easier cause the different windows that are used in GIMP aren't that good to manage in windows IMO (at least I was too stupid to handle that some years ago). If you use Linux than GIMP is really fine. I use it too. U...

Re: Random NPC animation
The flag animation looks really cool. But it seems like a frame is missing - there is a considerable jump in the animation. Took me about 30 seconds to fix that by duplicating a few frames and put them in the right order (Ok, IMO it needs some more frames to look more natural). But anyway, I agree ...

Re: reaper
Here's a quick tutorial how I did that: First I took the original image and copied the lightnings into another layer and recolered them like this: http://i604.photobucket.com/albums/tt130/Spit23/layer02.png? Then I used the gaussian blur filter in GIMP with a value of 10px (horizontal and vertikal)....
