Do those settings apply to Full Screen or Windowed mode or both?

I have seen other posts regarding this, but I have not seen any definate answers yet. (i might be just missing them). Is changing the screen resolution support in the windows version 0.0.28.1? I do not see any screen size options in the config.xml file. Is it a variable I can add to the file myself?...
