I would agree that just because you reach lvl 99 doesn't mean you botted your way there but from experience and actually knowing lvl 99 players many have botted at some point to get there. 3 char's per ip sounds like a good compromise. I wouldn't expect 3 or more strangers in an internet café to all be playing TMW at the same time.

Well if there were extra things (useful NPCs) in this shopping centre and there was a use for it then it'd be worth people advertising/looking for good deals from players. Maybe the storage/bank services and some more new ones that I haven't thought up yet? TradeBot + AuctionBot could migrate there....
