If this is all of the map, it does not yet qualify to be added in game. A map should contain a 20 tile border zone. also it should connect to another map. therefore maps have an overlay which means you have parts of the maps which are overlapping on both maps. this way the map transition seems smoot...

Admins should do all of what you said but shouldn't be forced or expected to do all of that in perfection. There is no way to just disable Debug1. If you want to disable debug1 you have to remove it from the debug.txt

I think we should copy them over from GitHub but make a remarkt that they might be outdated on the wiki. For 100% certainty people should check with NPCs in-game to find out.
