I don't think is the level you are as much as how you use your points.

A level 15 player who put it all on dexterity, would be better than a higher level (like my 53 char) that put it on other things, when using a bow (the only viable wepon for killing Santa slimes).

yes I think the mingw is the one that came with dev-cpp (as far I can remember) chances are I have misses a step or two from the instruction in the source code
