I found my problem. Unfortunately it took a little work to solve. I had to go into the .tmw folder in my user directory and delete all the files there. Job level only goes up to 10. It is mostly an artifact of the eAthena server software we are using, so this won't be changing anytime soon, as in never.
It will totally disappear when we go over to the new and improved server software.
