If you put drops from hallowen all year the hallowen sucks. No one want to have more Hallowen its regular, you can get the items from hallowen when you want !
If you put items for each special ocasion, 1player have to play all year to get all items !

Because i think they should be rare...so when is hallowen you can get them...If you put all hats regular isnt interesting to get them...
If they have a time for appear its more interesting so people who play 1year can get all items...
