Obsolete forum announcements and sections.

I noticed there's a bunch of sticky posts and forum announcements that are a few years old and should probably be unstickied, here's a list:

Game Rules - A discussion of game rules from 2005, closed by Platyna in 2008 when it became obsolete, but never unstickied.
New Administrators - An announcement by Platyna from 2008, now kind of outdated.
Negative value changes - Clearly outdated, it's already been necroed once.
IMPORTANT! Issues with stat reballancing. - Probably outdated, although the topic discussed is still relevant.

Other stuff:
Passed and rejected GM polls. - They are becoming a bit too many, maybe they should be unstickied after a set number of days, or substituted with a single post that lists all passed and rejected polls.
Non-tmwA development sections. [X], [X], [X] - Are they still worth keeping? They are kind of abandoned and take a lot of space.

I've change the first three to normal topics so they no longer appear at the top.

As for the old forum sections, we are already looking at a reorganization of development forums.
