Keep in mind that TMW only allows one head item per character. So the combination of a hat with a beard wouldn't be possible, unless hat and beard are one item. This limitation is already discussed here:

There can be up to 256 total hairstyles, and there are only about 20 (which is the limit of those chosen at character creation time). This would mean fixing the beard to one specific hair style - I don't think it's a good idea to make a duplicate of all 20 existing haircuts!

And the sprite don't have hard position limits, so that leaves layering issues.

Since hair draws above the base sprite and below helmets, that should not be a problem. But if there is, there's that newfangled replacement sprite method ...

Please, yes. Need more haircuts and you don't need to replicate EVERY haircut, just make 3 new ones with 3 different beards.

It would be really great if there was some way that the males had a choice to wear a beard. I like this idea.

I was thinking that the guy characters need a little more choice.

Also, eventually, when someone can work on it, an outfit with the defence and everything else that the fine dress has but in a more masculine form.
