As we move towards creating a quest log a number of the scripts need to be rewritten to adapt to the format better.

I need testing on the Starting Area Quests, Heathin, and the North Tulimshar Quests (So not Lt. Dauson or the Mines, but everything in Tulimshar).

This also standardizes how-to bitmask in the future and makes it easier to understand.

Hello Wooshie, ginosuper here.

I tested all NPC's in Tulimshar except the NPC's in the Desert part of Tulimshar. All NPC's still work. :)
