I am having the same issue, I have all the required items in thier required numbers but he says I don't.

Someone else mentioned they got the hat in a different version but so far I havn't seen anyone with the hat in this version.

Probably while working on the equipment and handling databases, I changed some id, I'll check it during this week. Anyway the Santa's npc will be moved away soon, since the xmas quest can be considered closed.
