By "developers", do you mean "the person developing the new content" or "people with SVN access"?

so does that mean that if i was requesting say, a new tileset, i would label it, say
"[REQ] New tileset", or "[REQ] <Name of requested tileset>"?

go with "[REQ] <Name of requested tileset>" or even better: "[REQ] Tileset: <Name of requested tileset>"

Note that requests on this forum should not be made because "it would be cool if..." but only when you are actively developing something and need additional content for it.

Ideas without the intent of managing it yourself should be posted on the suggestions forum.
