game_rules.txt Russian translation

In game rules file, that includes Russian translation.

I used Cyrillic Windows-1251 cause I did not have any text editor except MS notepad at that time. But in this file I converted it to UTF-8. If client do not support Cyrillic letters, this translation might be useful later. Also I can make translation in translit.Crush wrote: What character encoding did you use for the text file?
