You forgot to install the packet "git" from the group "devel" during the cygwin setup. You can install further packages by starting the cygwin setup again.
The tutorial on the wiki tells you to install the whole "devel" group. So you most likely also forgot to install make, gcc and all the other tools you need to compile eAthena.
