Magic Not Working?

Hi, I've been a member for a while but my account went inactive for 2 or so years. Just picked the game back up recently. My problem is that my magic won't work now. My skill still shows General Magic 1, Transmutation 2, and Nature 2, but I can NOT cast spells. I hit enter in the chat window, enter the spell (just trying #abizit or #miteyo) and hit enter. It appears over my head as if I'm trying to talk to folks, not cast spells. No drain on my magic bar at the top either. I have 84 there to use, but nothing is using it. I tried just restarting the magic quests, but the Mana Seed just tells me that I need to go practice some more. Catch being that I can't exactly practice when casting isn't working.

Thoughts?

Just to get sure... do you have a shield or other armor equipped that decreases your magic attack strongly?

Note that when Astral Soul was added, it weakened magic for people without it.
