You located far from usa and europe. And you 5 Mbit/s may not work for this hosts at all.
Time out used 30 seconds. It mean in 30 seconds you cant connect to some hosts.
I will check is cloudflare present in mirrors list. Adding it may help you a bit.

Also can you show manaplus.log, after this issue? If you show it, i can try explain why it not work for you. Or server/ip blocked or timeout or something else.
