I can't create a local server

I try to create my local server for tmwa legacy, but i get error every time, i have tried with ubuntu, cygwin, and the vagrant version of o11c, and the same error in the compilation; in the ladmin part. I think I'm skipping something, or I have not understood this well "Important note: building from a github-generated tarball does not work! You must either build from a git checkout or from a 'make dist' tarball." in twma readme.
I tried too, the hercules server and get this error: "Wrong packet 089x0059 recived" when i enter to the server.
Someone can help me?
