color problem with Bowler Hat

Hi, I wanted to show to pixel artist that the band on the bowler hats are too dark. Here is an image that shows the problem:
As you can see, the dark green band is quite dark, same with bright colours such as yellow. I took a dark green sorcerer robe to show you the difference between the dark green on the bowler hat and on other clothes.
Moreover, the purple band is also quite dark.
What I would like to have is a brighter band on the bowler hat.
Lastly, the bowler hat is lacking an outline which creates a weird view when it is worn on particular tiles.
