If your asking how that could possibly work its very simple.

First you cover the entire ground layer in that over-sized tile (this is just so that you get a perfect pattern). Then you add the dunes, skull,... in the same layer. Now you might ask yourself what about the spots in which that big tile won't fit.
Here's an example:

The solution is you apply whatever portion of the composite tile would go in that position (in this case the bottom left tile)

Update: I've fixed some of the issues with the skull (old one on the left)

I fixed the skull using Len's last post. I also removed a presumed unecessary desert tile on the top of the cliff. I added some water as a start. It needs to have the color from the small pond already made. It would be good to avoid this sort of transition and instead, create a sort of small beach of 1 or 2 tiles wide.

Just had to play around with some animated beach ideas, however making this into a multi-direction tileset would probably drive me insane.

Fixed the repeating tiles. Will work on some static water tiles soon. The animated beach is way out of league for now I presume. Merry christmas to all.

I did minor fixes and rearranged the desert town tileset. I also slightly changed its color so that it perfectly fits the new desert tileset. I repeat, if anyone feels capable of helping in any way, feel free.
