There is something that I don't understand: why (Julia/Rossy), Itka and Milly look like the same each other? And why compared to the other children they wear something that resemble a used potatoes bag?

Itka seems the most poor since she works advertising the Wizard's Rest to make a living.
The Wizard's Rest make a lot of money thanks to the casino and other activities in a wealthy town like Tulimshar but they are not giving her even a decent outfit or some shoes: that's minors exploitation!

I always thought Hurnscald was one of the poorest towns?

Although Nivalis is also a poor town. Who is the poorest? WildX? On that note, is minor Exploration a crime in TMW? What Tulimshar's Wizard Council said about it?

Anyway, the answer for both is lazy graphics artists ^^

Yes, I am the poorest. TBH I don't think Hurnscald is that poor anymore. At least where the story starts in the new server Hurnscald is the centre of trade in Argaes. The entire world is very sparsely populated and populations concentrate in towns with lots of land surrounding them. They can usually afford to feed and employ everyone, unless there's wars or natural disasters. I guess it's relative poverty, but everyone has a job, a home and enough to live a modest life. Real poverty would be more obvious in certain areas of large cities like Tulimshar or Esperia.
