pixelart (freeware/gpl) tools and tileset formatting

It would be nice if we could provide helpfull links to artists.
I would post links to such apps if needed. My real question was the type of tileset formatting (for map tiles and character's tiles+their equipment)
If I'm not mistaking,tmw uses tiles format that is simular to rmxp's. Am I correct?
