If you add boilerplate text, it will be ignored (that's how humans adapt to the web).
Rotonen / Crush / Frictor (except the first post)'s gentle vetting of a new artist, complete with Crush's gentle decline instead of insisting on an automatic license, has both checked the licensing and kept goodwill with the artist. And goodwill gets the content under the license that TMW wants.

I've run a PhpBB site in the past, and I remember that you're allowed to set a configuration parameter called "Forum Rules" which will nicely show up at the top of every page within a forum, right there underneath the breadcrumbs bar. It's somewhere in the PhpBB Admin Control Panel.

Couldn't you just set the rules for the Graphic and Content discussion threads to state the terms of the license in an obscenely obnoxious formatting style? That'd be a lot less obscure than a post titled "Readme First."

I almost never read the forum rules. most of the time they are the "standard" rules anyway. Dont flame, no spam, no offtopic, etc
