Notice the contrast in style between the head and the body? All the subtle detailing hinting at features is missing in the head.
Pick one style and stay consistent to it. Clearcut and detailless styles can also look great: Zelda games are a prime example of this.

I believe the intent is to make a zombie with his skull showing through, however Fother J has already done something like this, so It would probably be more productive to do something else
