A websearch seems to indicate that the 'Yellow Bar' is the menu bar. It's not yellow with my theme. It's a mistake to describe a themeable GUI element by the color it gets assigned in one theme

I haven't found out what Yellow Bar refers to either Missi and it doesn't seem to matter.

Why?

Yellow Bar is an advanced setting bar displayed right of MP bar.

Hidden by default as well.

It's easier ingame to explain ingame as it is a kinda advanced/debug section which alter M+ default behavior.
