Global announcement to average players as a money sink.
I was thinking that perhaps broadcast (global announcement) capabilities could be given to the average user in some form.. with a catch. Each broadcast costs x amount of money, not a huge amount but affordable, yet enough to be an effective economic sink. It could be implemented in a number of ways, either through an npc, which would be rather inconvenient but would limit the spam factor, or maybe a spell that takes x zeny to cast. Just a thought.

As global announcements are only doable by GMs, you can trust them. If you see a global announcement warning of a server restart, you know there's going to be one - it wouldn't be the case if any player of the street could do it for a bit of money.

By abuse I mainly mean insulting or swearing. Also, I can't ban myself. When we really want to do this we have to be really careful to make sure that player-announcements can not be mistaken for official ones.

Well, globals for gm's appear in red, maybe we can make player broadcasts them appear in a different color.. or make the npc or spell clearly say this is not a GM announcement. In general its a good potential money sink.. and if done correctly to avoid abuse of it.. which shouldn't be so hard, it could provide a great and pretty reliable sink.

Well the same rules could apply to the player broadcast as they do to general chat, as i like to refer to the idea, except harsher penalties. And VERY stringent enforcement.By abuse I mainly mean insulting or swearing.

Broadcast from <playername> should be a clue, gm's would say Global announcement.
I also suggest it have a level restriction of 50 or 60 to discourage the newbies create gm wanna be names.

As a current member of the GM team - I have to say I don't like this idea. For most of the reasons already mentioned. The abuse potential is just too big and there are better ways of sinking money (more potion options for example as mentioned in another post). There really is just no good reason for players to be making global announcements, and the overall confusion that would result would make real globals ignored as fakes. One last consideration - many players are not fluent in English, and tend to be confused over globals as it is.

Maybe a alternative, preset global messages.
One idea that I just had is a orb you could buy, then break ("use"), and it will make a global announcement saying your map name and location.
Removing the ability to say anything will certainly decrease possibly for abuse
