In the wiki an item given in last years Halloween quest (the bunch of parsley) is labeled as "no longer available". I am hoping that this suggests that all items listed as that are eventually going to be re-introduced as prizes in special (although rare events).
Will players that play game for a year, two years, three years -- eventually see Mouboo Head as a item in a quest?

"Temporary" does not eliminate the possibility that it might not re-appear as an item in some kind of future prize in another temporary quest or event.

I doubt it will be used anytime soon.... But players sell them you just need to find one
