I just logged in on test server and got the kind message
[10:02] Globale Ansage: Duck you Duck bastard

I then check Numa:

[GM Scheduled Broadcasts Board]
Zed. scheduled the current message, every 1 hour(s):
Duck you Duck bastard

Didnt get the point behind that announcement.
