Suggested Ability - Refilling Empty Bottles

I would like to see the ability to refill "empty bottles" (water) in TMW
My starting suggestion is:
To make waterfalls a NPC with the abilty to refill bottles there.
To refill bottles of water whereever "Beer" can be purchased.
Weight consideration to be taken into account (As an empty bottle should weigh less than a full one), this would also discourage carrying large amount of water bottles.
