I want to suggest a report function.
when someone will report about anyone, it will send the nick of the reoprter, the nick of the reported, a chat log, a place coordinate and the rule that was broken.
that will make the rules to be enforced better.

how can I program a feature that sends the server managers a message exactly?
I mean, i need to find a way it will notice it to the mods.
maybe they will see in the chat "Report: ..." I think i can write that..
