I suppose it would mean the the text is either formatted with syntax or scanned by a parser, either way commands might be given in normal chat messages as well:
might be formatted to show which text is a command/where: Display map name
and it might also be clickable with a mouse.../where: Display map name
And similarily
where perhaps the arguments would matter when the command is clicked.../whisper <nick> <message>: Sends a private <message> to <nick>
