On the other hand, people might go to places where they wouldn't go otherwise when they are ghosts. Since they are dead anyway they might as well explore really hard dungeons.
Yup this could do the trick...they can explore dungeons loosing exp as much as they stay in ghost status, and having to return back to the city will avoid frequent deaths, everyone will think it twice before going somewhere if not properly equipped
