I don't even think there is a need of a french house. Even if there is... go to a house and talk French there.
There's no such need of making it an "Official House O' French". Grab a place and talk there... like the HMC meetings are held in the inn...

If your french and you wanna speak french that bad go join the french server, the mana world should take requests like this or else everyone will want their own "country house" which will probably cause chaos and some little wars. how you might ask? it happends when it comes to different cultures not being in one place and i dont think we need mafia and gang buissness in tmw.
