i think the banks should be the buying and selling area so if you want to buy something then just go to bank and whoevers selling something will be spamming it like every 2 min. Like most rpg games.

This is a good idea, i play Runescape (im lvl 123 there) and the have a central place where you can sell stuff and it stays there till it sells and when it sells the money automatically goes to your account. All you do is set the price

The Hurnscald town center is simply the de facto market because that is where everyone moved after the North of Hurnscald mine was created. If you want to change where the market is located, I suggest holding some of these auctions inside the building with the bank in it and/or keep dragging people into the building to make deals. Outside of that, there probably are other ideas that can be used, but it would require some effort to convince people to move to the bank building for market purposes AFAIK.

I'd also like it if it were possible to talk in town without the buy/sell spam. Good luck getting people to go along with it.. but I do have a suggestion:

When I was a merchant, I would always refuse to sell to anyone who acted spammy, and tell them why I would never sell anything to them, ever. Several other merchants in town also adopted this policy. Considering our little group represented about 80% of TMW's wealth, this was very effective in preventing public market spam.

None of us are merchants anymore, so the spamminess has gotten out of hand to the point where it's impossible to have a normal conversation. Perhaps the new breed of merchants would like to adopt this policy?

Another counter market-spam technique is to simply waste the spammy people's time. This is the technique I'm currently using. If someone is spamming that they are buying ores, I offer to sell at an insanely low price, trade them, and see how long they will leave the window open with no activity. I then suggest that if they would not like their time wasted in such a manner, they should do their trading elsewhere. I'm unsure of the effectiveness of this method.. I think it'd work much better if I was not the only one doing it :P

Not possible under eAthena without major hacking. TMWServ already supports chat channels.

Eh, I will advertise my wares, but I don't do it repeatedly in a short time span. I take note of who is in the market when I list what I'm selling and don't list again until the people changes. I also try and conduct most transactions through whisper. I wouldn't be about moving transactions to the bank because many of my sales and inquiries are the result of impulse buying when they see what I'm selling.

I do think it is annoying when people repeatedly spam the same dumb item offer (or ridiculous buy requests - 10 snake skins for 10k, etc) every three seconds.

Designated trade areas in MMOs don't work. Merchants always advertise their wares where they have the most audience and these places are usually the main gathering areas.
