There's no reason to want an MP3 version of an OGG file if your system can play OGG.
OGG is a replacement for MP3.
Conversion between OGG and MP3 results in loss of audio quality.
Whether or not I am allowed to depends on whether the version is by its original author and what additional restrictions are placed on it.
In most cases I'd be allowed. But wouldn't download an MP3 anyway.

All content of TMW, including music, is licensed under the GNU General Public License.
The GPL doesn't apply well to media, but our general interpretation is that you are allowed to make copies of it and you can even make modified versions and distribute them, but when you do you have to garant the people the same rights for your modified version.
The music package can be downloaded directly from http://downloads.sourceforge.net/theman ... 0.2.tar.gz (windows users can unpack tar.gz archives with 7zip - http://www.7zip.org)
When you need them in MP3 format, (note that OGG Vorbis offers better quality with smaller filesize and is less encumbered by patent and licensing issues) you are free to convert them yourself.

saturn uploads progressing drafts of music in MP3, it quickly gets feedback since people using MSW won't have to download VLC as is the case for when they encounter an OGG.

OGG is actually better then MP3, though MP3 allows for slightly better compression, OGG has much better quality.
The only reason I could think you would want it in MP3 format is because MP3 players typically don't like ogg. Which is sad really considering OGG is a perfect new age replacement for MP3, its adoption has been poor.

You can say "Format A has a better audio quality than Format B when using a bitrate of X" or "Format A can provide CD quality audio with a lower bitrate than Format B". But a generalisation like your are making here is nonsensical. Some formats are good at providing still recognizable audio at minimal bitrates, some can provide perfect quality while still taking reasonable filesize. Some are optimized for music, some for speech and some for sound effects. Also, perceived audio quality is highly subjective and can hardly be measured objectively.
