Game Rules
although tmw is a very small game at the moment, various incidents (Example 1, Example 2) have shown that official server rules are necessary. in the spirit of free software, everybody should be able to contribute to the development of server rules and the rules should be ratifyed by the community.
my suggestion for the process of the development of the server rules is the following:
step 1: call for ideas. everyone can post ideas for server rules and discuss the ideas of other people
step 2: a team of developers composes the server rules based on the suggestions
step 3: the community ratifies the new server rules by a voting. we could do this either with a poll on the themanaworld homepage, by a poll in the forum or we could develop a ingame voting system (such a system could be useful later). Only when the majority of the players accepts the ingame rules they become official. otherwise we have to start at step 1 again until we got server rules which are accepted by the majority of the community.

okay, i'll have a go on step one, here's some suggestions:
- no lootstealing
- no botting
- no swearing; at least obfuscate your "dirty" text ("sh!t","fsck" etc, or better yet a simple "beep")
- no blocking npc's (assuming that bug isn't fixed yet. is it?) or doors
- stick with the "official" server language (right now, that'd be "english", unless somebody hosts a 2nd server in another language)
and a few less important options:
- no selling items required for quests (e.g. red stingers)
- no overcharging on casino coins

i agree, but i think the term "botting" has to be defined very exactly.- no botting

What about if we copy the 10n commandments?
The quest for red stingers is quite boring and frustrating...
I remembered the time I was doint that quest. Killing a red scorp was a adventure, and for what? For NOTHING? that was frustrating...
And for the time, I was able to kill red scorps, then it was boring..
We need MORE things to do, not MORE rules...
People become to behave bad, when they have the time for...
I really belive, that thinking about rules, rigth now, are energy wasted. I really prefer a new topic about suggested quest, than to suggest "rules"...
Beside, the more rules you put, the more rules you encourage to break.
Unless rules are system controller, there are no point of "making rules"...

If so, I do not agree on this rule. Although I have always role-played good characters, those who steal drops and do other questionable activities such as killing characters for fun, are required to create conflict in the game (at least, when PvP is implemented)

In my (relatively low ) experience in MMO, there are few high level chars who like to pick on newbies. Constant competition to be the best refrains you from going to a place full of maggots and scorpions. Plus, if some sort of abussive penalty is implemented (I think I read something of the like some time ago), even those characters would have to think it twice. This is, of course, IMHO .
Think about this scenario: an evil player, level 60 or so, arrives to my town (I'm just level 16, got no time to play lately ), with PvP implemented, and starts killing everyone and everything. Then comes another high level player, a mercenary. A few of us newbies collect as much GP as we can to pay this mercenary, to get rid of the bad guy.
I like that kind of possibilty, rather than having a rule. I think it adds a little something extra to the game.

"A few of us newbies collect as much GP as we can to pay this mercenary" ...and can only come up with about 2000gp, so he just leaves - newbies tend to be a little low on cash.
you want anarchy, go play quake; you want to swear, go play cs. i think rules are neccessary (as long as you don't overdo it); but for those that like it rough there surely could be some pvp-enabled starting places.

Maybe we could have different rules/laws in different regions/kingdoms.
There could be a barbaric region where PvP is allowed everywhere. And another kingdom where you are under protection of the law. Another kingdom could have just arenafights.

I just tried to give an example of a situation you'd never see if you put too many rules. There could be other nice guys who just do justice for the fun of it. Free of charge.

I'm with you. Also adding bots or moderators that act like "policemen" so if steal, harass... in his nearbye you should get punished or have PvP rights. In places like desert, where no one lives, we could have a "Combat" option or something like that does not recquire a PvP zone, or are we just going for leaving players attack each other like with monsters? I'm a bit confused a bit about this point...
some (i don't remember which) mmorpg had an "unlock pvp" feature... you started off immune, and once you started pvp'in you couldn't go back. pvp'ers of couse couldn't attack non-pvp'ers. how about adding something similar as another "protection layer"?

And yes, topics tend to go off-topic. Especially when the topic starts very general, obvious or with complete nonsence. It can also be a mix.
