I double checked that. The game seems to be running fine without FPS limiter at fps between 29 and 37 in the newb area. When I turn fps limiter on and set the limit to 30, the game slowly becomes less and less playable, to freeze completely after a couple of minutes at most. The CPU usage is kept at 100% even with fps limiter.
I'm not sure if it's a Linux-only issue, so could someone check that on windows?
Latest SVN, P4 2.0GHz, Radeon 8500, fglrx xorg drivers, ubuntu 6.06, latest SDL libs, gcc 4.0.3
hwaccel=1
opengl=0
TMW log doesn't seem to contain anything useful for this issue.

Ok, here's update for the fixed version:
Game runs fine with fps limiter off.
Runs fine with fps limiter on, the number of fps is reduced, CPU usage ~60-70% and the game is playable. So works correctly, until...
... you change map. Start in the newb area, turn fps limiter on, and go to the desert to the south. In my case the fps drops drastically there (no opengl, it's not working on my machine) and when I come back up, to the newb area, fps limiter is off. And it seems it doesn't want to turn back on.
