whatÃƒÆ’Ã¢â‚¬Å¡Ãƒâ€šÃ‚Â´s the command to make itens? and why I canÃƒÆ’Ã¢â‚¬Å¡Ãƒâ€šÃ‚Â´t equip itens, only use?

You can pick up items either by pressing 'g' when standing in front or on top of an items... or you can right-click on the item and choose "Pick up [item]".
When you select items that can be equipped in your inventory the 'use' button changes to 'equip'. Pressing that very same button will equip the item.

for example I try to equip pirate hat, but only have the option use and when I click in it the item disappear

Seems like you got an error in your server config that defines the pirate hat as an useable item and not an equipable item.
