Can I make a page called 'Quests' on the wiki, and put quest ideas on it?

If the devellopers don't like it they will remove it. Just don't link to it from every other page you can find. Attach an appropriate header. I believe that any ideas for content are welcomed, there just isn't a guarantee that it will be used ...

It is not a good approach Avaniel. Enigmatik, maybe create it first on your discussion page for a review.
