The world over, captchas are used to discourage automation. The problem with using Captchas (from a Dev point of view) is that modifying the server to require a captcha to be interpreted means requiring everyone who is using TMW to upgrade to the latest client. This is something that Dev's are somewhat reluctant to do.

(from what I can gather, many linux distros have older versions included with it (which, while they might have reduced functionality, still work when people try it). If they made the server only allow clients that could understand captchas, all those distros would have clients that didn't work. It would be like including a broken game of Solitaire with your Windows Install. While people could go and compile their own client or whatever, a lot of people who are just starting to use linux (and therefore, relying on the included games, like TMW) wouldn't ever find TMW or start playing.)
