To prevent the sort of scam this thread is about: withdrawing money from a trade just before it's proposed. You can't change the amount of money you're offering once the trade has been proposed, so the second confirmation allows you to make sure you're getting the money you want.

What? Do we play the same game? I can change the money after the first confirm. Thats how to scam ppl. First you add the right amount of money and after to confirm it the fist time i change the money down to 1/10

After I propose the trade I can no longer change the GP amount and the "Change" button is disabled. I suppose this might just be client-sided - maybe the server allows changing the GP amount after the trade has been proposed - but that seems unlikely.
