I don't think pretending to impersonate a gm is a good thing.
It seems the bad incidents keep mounting up.

Dear SkyDragonBrasilliero vel "Derpellaareabich" vel "Prsm" vel Nth-character-with-name-ending-with-a-dot-for-some-reason.
Making another alts will not make your situation better.
Especially if you can't really hide who you are.
Especially if all your nicks are made in the same pattern.
Especially when you warp to me all the time, and ask "Derpella", then don't know what to say.
And if you can't communicate well because you don't know English well, ask someone who knows it to help you. I am sure there are people speaking Portuguese who will help you with pleasure.

Maybe after all it wasn't such a good idea to make the test server public. The developers don't need kiddie drama like that which is distracting them from getting stuff done.

It is a good idea to make the test server public: you can have player's help to test your development. The bad is that you can have to deal with this kind of thing. Maybe it is too soon to make the balance between the good and the bad?

In this moment, only SkyDragon is a problem. And his dynamic IP.

There is a bunch of Brazilians residing there, and even if they don't speak English, they are peaceful and they mind their own business without disturbing anyone.

I also don't want to block our Brasilian friends. At least one is a developer too.

If a simple IP block doesn't stop SkyDragon, we can change the login message to explicitly state something like "This server is for use by TMW developers. Non-developers are permitted to use this server only if they do not interfere with other people. By using this server, you agree to not attempt to interfere with other people or with the functioning of the server itself."

Put that in Portuguese and the next time SkyDragon causes a sniff of a problem, we'll send a complaint to Brasil Telecom about that IP address, and include both the login message and logs that show violation of the terms of use.
Let SkyDragon explain to his parents why their Internet service was cancelled.

If Brasil Telecom ignores the complaint there are further options.

Update: It's a beautiful day. The sun is shining, it's about 20C outside, 3 more people are blocked from the test server, and I'm taking care of a very cute but vocal kitten.

Well that certainly isn't Prsm! I've known Prsm for around a year and he doesn't talk like that. Imitating a GM is just asking to be banned if you ask me.
