worldwide. This creates certain unique problems.
My point of view is: no matter what time you'll choose for event, someone will miss that event and will be unhappy with timing (unless putting some special efforts to attend it in "uncommon" time). So it's logical to target "in-game prime time" to ensure least possible amount of players stays unhappy. This leads to some "rather compromise" decisions, like fact 20:00 server time is 6AM in your area and 2AM in my area. Anyway, I would estimate "ingame prime time" as something between 17:00 and 21:00 server time (someone with better stats could correct me). Probably because it's where USA/Canada people begin to appear in game while EU people not totally fell asleep yet. I wonder, if Crazyk8te is willing to play game in 2AM instead of 6AM to feel self in my skin instead.
P.S. and btw, targeting times which are only convenient for self is, ahem, "rather selfish". Because such way of thinking fails to take existence of other players into account.

I agree to a certain ammount with what both t3st3r and CrazyK8e has said.
For this event it was rather easy from the GM perspective, we needed as many GM's online as possible due to it being a Hide and Seek all GM's that is online.
And yes we took into consideration when we thought most people would be able to join the event. If we always have the same approach some people will always have a hard time to attend those parties. If we always are biased towards the largest playerbase the minority might (rightly) feel disadvantaged. If we want those guys to stick around we might want to try and make some events in their prime time.
However the events that involves GMstorate and that have prizes from that char there is an agreement about not over-using it this has a few reasons. First and formost if it is overused it will lose its feeling of being a happening, as of now people really try to attend. Secondly although it has a nice stash of rares it is not a bottomless pile of riches.
Since it is once a month (at most) it is easy to think "How do we get the most attendants?". But yes, I agree that always doing that will make it hard for some people to attend. My initial idea was to have three hide and seeks with just one winner, but this broke down because of practicallity.

Administrators don't hold events (though they may assist GMs in preparation, e.g. if items need to be spawned).

Frost has hold a lot of events, which were rather nice. I never heard anyone complain about them. Please note that Frost also made some GM job (a lot in fact) when no GM was online, especially during the time period which is concerned. I have been made aware about Freeyorp's past events by Big Crunch who also qualified them as "nice". If TMWC needs written things, to allow Freeyorp to hold such events, and if he agrees to hold them, then put the question in the next session plan.

If it's just a spawn party or events that not include GM stuff (like GM storage) it should be fine when administrators hold them, shouldn't it?
Frosty once held a really awesome spawnparty at the graveyard, including spawning 3 Luvias in the locked room where the caretaker's wife is.
It was a huge fun
Anyway, why not give someone reasonable
GM lvl 50?
It doesn't have @pvpon/@pvpoff but the rest is there.
For the last hide and seek event someone with GM lvl 50 could help if it's planned one more time and if not all GMs have time to hold it in the asian/australian timezone.

Admins are GM99, thus have access to all GM commands.The murder event is not that difficult to hold. The optional extra rewards can be chosen and prepared outside the event.
GM50, the event coordinator; the last to try was Tux9th, with the result that we know (I supported the idea).
Anyway o11c fortunately found a solution... :/
