The Moubootaur will never be released for players. It's a special hat used for events.

any link to something that will help me understand? I am not quite sure what it is used for.

Meway, the moubootaur hat was a costume for an event. The person who wore the moubootaur head walked the caves in 012-3.tmx. You were supposed to hide from the moubootaur in the caves. If the moubootaur found you, you were out of the game. The last player to be found won something. After the game, there was a spawn party in 012-1.tmx. This was all nothing out of the ordinary.
