This issue is being worked on. One of eathena ports returns this problem. I will contact my uplink provider.

you can look at his e-mail accounts ect. that he has been on under his IP address and get all his info even if it is a UDP. if he changes his info from e-mail accounts or whatever before then it will be on the site history records. also pair up with niegboring IP addresses to his house, just in case he is using a niegbors wireless connection to see if he is using them. that is why I am wondering if you can make his IP legally public.

Have you ever thought about changing the source code for the game?
