cannot create party

It's weird, wiki says i have to type /new partyname on party tab but it says "couldnt join party, you have not reached a high enough lvl."
Any ideas?

I had this problem too, but when I bought the Party skills in Tulimshar again it worked fine.

afaik i have it, trade, emote, party - lvl 1.

You need party level 2 to create parties. Party level 1 will only let you join them.
