I have an idea for a new NPC, a messenger! You can whisper him/her and tell it to tell the person a message if they are offline. Eg:

/w Messenger <Player name> <Message>
Messenger: Thank you, your message will be sent to the player when they come online!

I like this idea of a mail-box, they should be placed all over the world. I also think there should be a spam blocker on them limiting up to 3 messages to another player a day. But feel free to script it or get someone to do this task It would be awesome IMO.
