what utility has "#plught" ? ....
i've this spell but I don't know this utility ...

I have not seen the coding for this but I would assume regeneration of health and mana is related to the weight of gear and items you carry.
Overloaded => very low regen of health/mp.
And #plugh will let you regen for a little while (depending on your m-atk).

If you carry too much weight, you won't regenerate HP or SP. That spell removes weight restrictions on the inventory, even allowing you to carry more than your normal maximum (I think).
