And isn't the Ill Child quest (I assume you mean the girl in Tulimshar) complete? But it's a magic level 3 quest, so you can't do it yet.

Is there a quest for this now? When I started out in Tulimshar I don't remember ever getting a quest to complete for this. Is there actually something to solve now?
